The result was a panicked retreat by most of the division on 17 November, an event almost unprecedented in the German Army. 24 The day before, however, 44th Mongolian Cavalry Division was committed southwest of Klin in a mounted counterattack across an open, snow-covered field. Two thousand cavalrymen and their horses were cut down by artillery and machine guns of German 106th Infantry Division, which suffered no casualties. 25 Horses proved very useful for getting troops to a battlefield, especially in winter, but those horses were obviously too vulnerable to maneuver in a pitched battle.
All this machinery arrived in remote locations on a confused, staggered schedule and with only a portion of the skilled work force. By the time the trains arrived, bitter winter weather and permafrost made it almost impossible to build foundations for any type of structure. Somehow the machinery was unloaded and reassembled inside hastily constructed, unheated wooden buildings. Work continued even in the sub-zero night, using electric lights strung in trees and supplemented by bonfires. In total, 1,523 factories, including 1,360 related to armaments, were transferred to the Volga River, Siberia, and Central Asia between July and November, 1941.
To this end, the headquarters and most of the divisions of Fourth Panzer Group redeployed from Army Group North to Army Group Center in late September. This concentrated most of the remaining German mechanized forces on a 400 kilometer front, with Third Panzer Group in the north, Fourth in the center, and Second in the south. Field Marshal Fedor von Bock's initial plan was to have Third and Fourth Panzer Groups, under the operational control of German Ninth and Fourth Armies, respectively, link up in a new encirclement around Viaz'ma, thereby tearing a gap in the Western Front and clearing the main highway to Moscow.
